More than 40 homeowners in Tennessee’s Sunset Bluff community have joined a $5 million lawsuit against developer Claude “Chip” Hayes III, accusing him of retaining control of their HOAs and mismanaging funds. Residents allege that nearly 80% of one HOA’s budget went to a lawn care company owned by Hayes, while several promised amenities remain unfinished.
